Matthew McHugh, Ph.D., R.N., J.D., M.P.H., C.R.N.P., F.A.A.N.

Matthew D. McHugh, Ph.D., J.D., M.P.H., R.N., C.R.N.P., F.A.A.N., is an Associate Professor of Nursing at the University of Pennsylvania School of Nursing. Dr. McHugh’s research focuses on the effects of policy and organizational factors on nursing practice and health outcomes. His work integrates expertise in nursing, law, and public health to measure the success of organizational systems and government actions in improving health without unintended consequences in terms of costs, negative impacts, or excessive burden on private interests or individual rights. He is a core faculty member at Penn’s Center for Health Outcomes and Policy Research, a Senior Fellow of the Leonard Davis Institute of Health Economics at the University of Pennsylvania, a Senior Fellow at Penn's Center for Public Health Initiatives, and a Fellow at the University of Pennsylvania Institute on Aging. Dr. McHugh was a Fulbright Scholar with the World Health Organization Regional Office for Europe in Denmark. He received his doctorate in nursing from the University of Pennsylvania, as well as a master of public health degree from the Harvard School of Public Health and a juris doctor degree from the Northeastern University School of Law.
